The County code - has been changed literally a thousand times or more since 1964 and STILL has an oath of office listed in addition to the constitution.
The bottom-line is that the legislators could have changed the code in the 44 years but didn't! The County Code oath stands as it is!
The problem is, you are reading the 1874 Pa Constitution.
Former Article VII, § 1, was repealed in 1966, and present Article VI, § 3, covering the same subject matter, was adopted.
