  • The problem is, you are reading the 1874 Pa Constitution.

    Former Article VII, § 1, was repealed in 1966, and present Article VI, § 3, covering the same subject matter, was adopted.

  • No - the problem you don't understand law.

    The last time the constitution was changed on this issue was 1964 NOT 1985 as Farina said.

    The County code - has been changed literally a thousand times or more since 1964 and STILL has an oath of office listed in addition to the constitution.

    The bottom-line is that the legislators could have changed the code in the 44 years but didn't! The County Code oath stands as it is!
