Looking at the rotation I'd say it would probably be F0.

Also, it's a landspout. Such tornadoes have on occasion gotten to F3 intensity but they are usually weak.

Dude yes they do. Tornadoes do form on the ground. Many tornadoes start out laying down like a PVC pipe and then they straighten themselves up and connect themself to the air masses above, but they cannot be seen doing this because there is no debris or moisture in them yet.

@IronBirdshadow The part about them straightening upward is correct but that happens within the super cell itself, not anywhere near the ground. After that happens then it extends down and picks up debris and dirt from the ground and that gives it its visible "funnel" shape.

It only looks like that because the shot was filmed too close, the dust/mud debris, being caught up in it is being pushed up, thus making it look like the tornado is being formed from the ground when actually the tornado, comes from both the ground and the supercell.
