This is from the Wake of Gods (WoG) - unofficial update to the game (sometimes called Heroes 3.5) - it adds LOADS of stuff to the game, such as creature experience, lots of artifacts and smaller stuff like fishing in magical wells :) Check it out! ;)

...tho i don't know where you can find the newest wog version with this town :(

No, it's not right. Bastion will be full NEW 10th town, without replace old towns. You can put all 9 old towns and Bastion on map without troubles.
