Any tampering that affects other players is hacking, so skins are ok because only you can see them. (unless they let you see players through walls and cloaked spies) Micspamming in general is also not very nettiquitley polite and also makes it hard for me to hear my teammates unless they text chat, but text chatting can leave you vunerable.

These programs have been around before 2007, before the release of The Orange Box.
