I think they're jsut badass assassins who symbolize the death of people's hopes and dreams. on their wall they have pics of abe lincoln, jesus and the easter bunny with the eyes crossed out, which I think symbolizes their penchant for killing peoples icons and ultimately their hopes

Apparently, in the movie, The Plague killed Jesus, because in one scene, with the Hobo locked up in a coffin, and Grinder is fighting a Giant Squid thing, they have pictures on a wall of who they killed/assassinated, so one of those pictures was Jesus, I think another picture was of Abe Lincoln, one was the Easterbunny, and a bunch of others. So these guys have been brutally killing people for a fuckin' long time!

@dagul6838 Hope Town is a crime town, in the movie "The Plague" are a group of people responsible for killing those who "needed to be disposed of" so-to-say, such as Jesus, Joan of Arc and so on, hence wheir newspaper hitlist on the wall in the Plague's lair. They aren't a nazi-type group, they're mercenaries for the Drake, probably aswell as anyone that can pay them a good sum of cash.
