For relatively little to no labor put into the production of the substance, dealers can get massive markup for it being illegal. All the extra price really has to do with the risk that's being taken in distributing it. If you're the government, and you make the laws, there's no risk whatsoever. Its all profit. The entire compound is about the size of Vatican City in the Green Zone of Iraq. Pending that funding the embassy plans to increase its staff from 8,000 to over 20,000 by 2012 which shifts from a military presence to a civilian presence.
