@IReallyLikeMyNamexD I think the idea is to place these at a safe distance from a potential target, which makes it safe from ram-raiding. If it was full of explosives, the explosive would happen at the bollard, some distance away from the bulding, so the building would be safe.

As far as I understand from the video this is not a truck crash test, this is a test for those "....heavy duty stop guards", that are designed to protect sensitive areas (like embassies) from suicide drivers with trucks full of explosives....... nothing related to unpaid parking garages ;)
