@powersmalik No, the Gears books explain that Hoffman and Bernie dated when they were both sergeants in their 20's. After Hoffman became a Lieutenent he was told by COG brass that it was inappropriate to date a "grunt" any longer, so he broke up with her and eventually married Margaret instead (who was killed by the Hammer of Dawn Strikes that he fired).

In the recent book Coalition's End, they restarted their relationship and it carries into Gears 3.
