how do you make deployable defences?

As far as i know the deployable defences are available to the defending forces only,then again the games so bugged i can't swear on it..

i think you can only deploy defences if your army stays in the same place for 2turns

Thanks..yeah those horses are left when the dragoons dismount,not too sure how many other nations have them only played a few hours sofar.
