when i go to main when i right click go to new the only thing it says is folder and i cant make a new txt file. but i can do this im compatibility files. why?

when im creating a new text document into my main folder, it only lets me create a new Folder, Not a text Document, Obvously i cannot Proseed in anything other, please could you help me, would really help me out.
