Steve's Nina's biological son, but after cryosleep, Nina had lost her memory. In Tekken 4 Nina got message from Mafia to shot Steve down, but she found out that he is her son (she felt nothing about it but she didn't shot Steve though). Steve was orphaned and he found out that Nina is his mother between Tekken 4 and 5 (Lei helped him).
