No glitch, when the spring is flat it acts as solid ground (as you can tell when items fall on them) so the move is just repeating untill the upward movement of the spring activates and he is launched

This isn't a glitch. It's just a little trick you can use. You can do this with a lot of different characters and their attacks, not just wolf.

Actually, I'm pretty sure it's not a glitch. Wolf cannot really teleport through walls, and the spring is actually going farther down in comparison to the surrounding springs. So in actuality, all that is happening is that Wolf forward B path is being blocked by the other spring and he's falling back to the spring so quickly you can instantly do it again.
