The point is, you're not supposed to know what the plan is. Even when the text seems to imply what the plan may be, it is never really revealed. Like almost anything by Ligotti, this piece is really most disturbing in what it leaves out or insinuates.

To me it sounds like a man who is on the verge of some form of schizophrenia or some other mental disorder. The speaker gives off a very dissociative air and he is laying out the groundwork of his "plan", which could be murder or suicide.
