Audio is ring modulated but the seeming "beat frequency oscillator tone" heard throughout under his voice is actually the sound of the unshielded drive motor of the VCR playing back (or recording this) the tape. No, this wasn't done live. Someone recorded this somewhere and played it back during the incident. Fascinating.
