Don't count it thought, it's able to bite but FRT is a slow turtle so you can just tease it. I tease mine with cut up apple, He loves to eat apple. As for a 3.5" that is still very young. That's just probably just a few months old. They max out at 18" in captivity but will take 8 years to get to that size. They grow slow once they get to 10". Just try to make sure that the one from your LFS is not a softshell turtle as they look alike.
The substrates is called aragonite sand. Doesn't really matter if sinking or floating. If you wanna train it to be hand feed, you can try floating foods. Always use fine gravel (Rice size) or sand. Also feed more veggies to prevent shell curl.

They get to 18" shell diameter in captivity. Much bigger in the wild at around 2 feet.
