I think it's because you're following through with your momentum. You need to kick your right foot out so you kick it out behind you - since you're not allowed to step over the line.
Most good bowlers have an arm swing that stays tight to their body. Part of it is to stay balanced at the line, another part of it is so that they clear their leg/hip out of the way so the ball can come through with plenty of room.
It's the most natural place for your foot and leg to go to make way for the swing, maintain balance and allow the momentum of the swing and the approach to transfer into force on the ball. I just started doing this even before I started to study proper bowling technique because of how natural it feels. If you think about it, there really is no other logical place for your leg to go to make way for that ball.
