I don't understand why Amtrak can't be like VIA Rail. They have F40PHs and Genesis engines running together on many trains. Plus VIA Rail also has many Sleepers, coaches, baggage-dorms, etc. They could have overhauled all those cars and the F40s and they wouldn't be asking congress for money all the time.
I don't think he had anything to do with the F40s retirement and paint scheme changing. By the time he was president of Amtrak (2002) there were only a few number of F40s around and the paint scheme was changed right around the second order of P42s, which happened in 2000. It really sucks though that everything from the Phase III paint, the F40s, the express cars, and most of the heritage cars are all gone now. Was hauling express cars really making Amtrak a profit or was it going to fail?
@kmothersil Amtrak re-started the practice. The railroads would sometimes tack such cars on the more lowly passenger trains, though they had lost their mail contracts before Amtrak's formation. When Amtrak started, it didn't haul express. It never made money doing so.

why did they have to get rid of all the good stuff, the old paint schemes, the f40ph's, those were the good old days.
