Because of the indiscriminate way the fredboard is mapped out, you can play 0-1-4-5-7-8-10-12 on any string, and you will find yourself playing a Phrygian Dominant scale.
To me this sounds definitely like it is written in E Phrygian dominant. I expect Phrygian dominant songs to sound Spanish or Middle Eastern, and this one definitely does.

Phrygian dominant is Phrygian with a sharp 3rd. Sometimes raising the 7th is good because it gives you a nice leading tone quality (hence the reason harmonic minor was more common in the 17th century rather than natural...but enough history lesson). When you raise the 7th as well, it is still typically called Phrygian Dominant.

Raising the seventh as well as the third is usually known as a double harmonic minor, isn't it? phrygian dominant only has the #3, and harmonic minor only has the #7. im not sure about the double harmonic minor, but it sounds like its a different scale. ill look it up.

That's because electric guitarists can't play flamenco; the thought of playing fast with their fingers scares the hell out of them. But that's just conjecture on my part.
Of course most metal guitarists can't play flamenco as well as pure flamenco guitarists, but neither can classical guitarists, nor fingerpickers like Chet Atkins.
And sorry, but I've never seen any flamenco guitarist play 30something notes per second (like Tiego Della Vega, who's a metal guitarist).
As for myself, I can play some flamenco, classical, country as well as rock and metal. You can't specialize in every genre in existence. It's inefficient.

The phrygian dominant is the third mode of the harmonic minor, which is just like the normal minor, but with a raised seventh.
Just googled for "phrygian dominant", and you'll most likely find a neck chart outlining it.
