If you search and download MMSSTV, you can decode the sounds into the images.

You're an idiot... The radios are part of the achievement transmission received and they always have been. You have to find the 26 radios and take them to a spot on the level were they turn to white noise and then beeping. There is no message from the beeping and the light turns green when you find the sweet spot for each radio.
