Navy, Helgen wasnt one of the big cities or "holds" as the game calls them, it was just a village, also the only reason the empire has to ban Talos worship is because of the White Gold Concordat which the Emperor was forced to sign after the Thalmor battered them in the war, even if they didnt sign it the Thalmor would've just taken control of Tamriel and made the new laws anyway, nothing would've changed then what it's like now except the Thalmor would be in charge
