Yes, she is the original singer.  She won Japan Record Grand-Prix with this song in 1993.

I remember that I heard this beautiful song in 1993, in an Radio Broadcasting here in São Paulo called "Rádio Nikkei", specialized in japanese songs. That´s was one of the reasons that I became an admirer of the japanese culture. Thank you for the video, that bring me a lot of good memories...
