Good question. From what I heard, tire rubber is difficult to recycle once the tire can no longer be re-treaded. I DO know that the thermal energy from burning tire rubber is used in the production of concrete mix, and I think shredded tire rubber is sometimes made into protective padding for public playgrounds.

Yeah, most things that are recycled are usually shredded before they are reprocessed. It makes the material more manageable.
