@Wammy92k - The wires are the ones that carry the current flow. The big insulators (look like big springs) make sure the current flow does not go through the steel frame.
I wouldn't recommend climbing them though as it's still incredibly dangerous and illegal in most countries.
If you ever did though, I'd love to see the video of you attempting!
