Actually that looks normal depending on where exactly the engine is during the compression stroke. If you rotate the engine slightly you'll see and feel the belt tighten up.
the only reason your belt is loose like tht is if your tensioner has come loosefrom when it was bolted down when the belt was installed- the spring holding the tensioner may not be there either if someone dodgy did it- fit a new belt and tansioner as per manual and your good to go
take a wrench put it on your intake cam and pull it tight by turning it clockwise and then pull tensioner tight without letting go of the wrench... that will take out slack.... repeat as necessary always make sure the loose side of the belt on anything will not twist more than 90 degrees!

I'm not sure if you fixed this yet, but It's possible your tensioner is loose or the bearing is bad in it. Either way it's not a difficult fix. Check out my video for a quick look at how the timing belt should look. Start from Balancer right, through tensioner, too water pump, too right Cam gear and finish. Set tensioner and you're done.
