This is "The Tantalizer Rag" by Frank S. Butler, published in 1916. This rag quite obviously rips off "Maple Leaf Rag" and "The Cascades", both by Scott Joplin. However, it does so in an almost humorous way, and the third theme is an actual original theme.
On paper (seeing the sheet music), I thought I was going to hate this rag, but now that I actually hear it, it's not too bad. Good O-roll arrangement!
