The yellow 92 was actually stuck under the orange 84. Even if it wasn't stuck, until the driver was out of the 84 the 92 wouldn't have been told to move since it was keeping the orange car from rolling down the track and possibly hurting the driver in the rolls.

84 had it coming. Not only did he jump the start, he also drifted up into the car that rolled him. His fault.
