I think because of what information was inside the buildings that fell, the United States government wanted to intentionally destroy certain departments and documents and people in the building and therefore knew about it prior to the attack. There is no way they could have rigged up the buildings with explosives while they were on fire. It had to be done prior to the first plane hitting.
