You're confusing being eligible with being qualified. To be eligible, one must be:
1) a natural born American citizen
2) at least 35
3) a permanent residents of the U.S. for at least 14 years.
That makes Sarah Palin ELIGIBLE, along with tens of millions of other people, including people in a coma.
