From what I gathered from the film was Sosa probably didn't even know that the kids were in the car and even if he knew he didn't care. He knew if that guy snitched the whole operation would get hurt badly, so he's like instead of being a hero let me Sacrifice children if they get in the way. I don't 100% blame Sosa for that one.
