i belive these are used to clear mines so the purpous of the rocket was to get the explosives in place (it drags a string of explosive charges into the air behind it) hope this made sence lol

They are practicing using a mine clearing line charge (MICLIC). As you hear from the people talking, they needed some practice. The purpose of the device is to rapidly clear a path thru a mine field so troops can go thru. As enemies will generally be shooting at you while you're bogged down in the mines it's a good thing to have a tool that gets you thru as quickly as possible.
