The call signs that the TV division of NHK (Japan Broadcasting Co.) have 3 fixed letters, JO?K. The 3rd letter means local station, just like JOAK = Tokyo local station. In this video, it says JOQK, means Niigata local station, when I was lived.

This is apparently the SMPTE standard for high-definition television. The black levels at the bottom right are -2, 0, +2 and +4. With 40% grey at the top right and left, and 15% grey at the bottom right and left.
