It says,
1st line:NHK
2nd line:educational channel
3rd line:We are broadcasting test patterns for digital devices (e.g. cellular phones, mobile PCs) in some areas in Japan.

More specifically, SMPTE RP 219-2002. In Japan, the equivalent standard is ARIB STD-B28.
