Lol, these CPUS are already in use, this is used to detect if a core is malfunctioning by selecting core by core until you find the broken core. Silly kids and their multi processor placebos
i take IT class at Kaplan University. your computer use all core already. that setting is for if you do not want all core going on boot up. it will not make it any faster. it can make it slower.
@CRAKIZGOOD could be that something other then the cpu is limiting the boot time... if you've got a low rpm boot drive or low ram that could be whats slowing it all down.

Windows 7 automatically uses all cores available at boot. This is merely a test/debug feature that did "the rounds" last year.
