It's a cookie recipe, yes. But if you know German you know that it says 'but no eggs'. In Germany, the word for egg is used as slang towards Jews. The guys who wrote this song actually were talking about how society couldn't work in the way Hitler wanted to. The cookies wouldn't come out right without the eggs, and society wouldn't come out right without the Jews who were a large part of the culture.
