Even a decent machine will lag if there's that number of NPCs. Just try the crowded cities mod and watch you FPS rate suffer.

nice mods but why do you overwork your comp so badly? Turn down the effects so you can run it reasonably. I could do it nice and smooth on my machine but I have about 2600$ wrapped up in it.
