The word "strongest" is a bit vague to work with, because in terms of raw power of a single attack, characters like Guan Ping, Gan Ning, Diao Chan, or Taishi Ci, are the strongest, but in terms of fastest or most productive offensive performance, then it is Zhuge Liang, with Lu Bu as a runner up. There are specifics involved here of course, and that is when you play the characters to they're maximum potential. This makes sense as its the fairest way of evaluation
