@gogetosaiyan if I remember correctly you have to grind the characters (Golbez and Ex-Death) to level 100 then buy their Secret Voice thingies from the PP Catalog, never got the 'Shadow Dragon: Give your power to Meteor' quote during Golbez Ex-Burst beforehand. so I assume it's the same with Ex-Death.
