even watching this video i feel that the time has been modded. i have seen legendary's video, and he makes no mistakes, and doesnt lose speed on any turns like in this video, yet this one is faster. something doesnt seem right to me.
Don't worry, the video is not modified in any way. The speed loss comes from hitting the electric rails, but for that you can cut the corners better, and therefore have a shorter driving line. This makes up for the slight speed losses, and sometimes saves even more time in the end.
yeah I'd like to understand too what's wrong with yellow, each time you get a bit too far from him he warp near you, it doesn't change anything to your run, but, wtf ? game genie, hack ?
yea, i tested a bit in game it seem if you let enemy past you he will drive around and overlap you by as many rounds as you let him, so obviusly its not a cheat player ship has that you can warp up to computer if hes leading.. unless i havent tested all keys where i can warp up to a computer driver if i get left tad behind... i suspect the game is broken

I believe you only normally lose speed when you land from a jump when you have some form of boost. That would explain going over the ramp on lap one, but round it on the others.
Also, remember that this video is over four years old, so it might not (skocker for Saturn) be perfect any more.
IIRC, using the ramp is slightly slower, but there is an exception in the first round, because it was exactly in the way of the optimal driving-line that is required to take the next corner sharper in order to catch that tiny sand-free shortcut, that is unavoidable to use if you don't have the booster. Avoiding the ramp would require to make a slight detour to get back to that line again, which in my tests turned out to be same fast in the end. So I decided to use it for entertainment's sake.

I have found only one video so far where the result of frame-blending was worse than without it - the latest Yoshi's Island in my channel.
Though it's practically required for Super Metroid. :)
