I believe you're incorrect about the limits of the GPS ruling. I read that the car (not the home) was considered to be the private property in question (it is private property after all) and so the rule cannot be broken depending on where the car is parked. It does raise other questions though- like if the government can legally be spying on our phone calls, etc.
Maybe you should get rid of the letterboxing? It would look much better. And student records should be available to the student only, and who ever they give permission to access, like other schools and jobs and what not.
