if you used the tension bar to turn the plug fully the other way the pin will drop back down, some locks are easier to pick in one direction and not the other, once its picked but in the wrong direction the plug spinner spins the plug back past the sheer line fast enough so the pins dont drop and allowing the lock to open
What are the three holes on the sides for?

those holes, (called "weep holes") are to allow moisture from the elements to drain out.

@GeneralShadow round piece? you mean the bolt? is it threaded?
if it is indeed threaded,then it it the retaining bolt.
Screw it back in 2 or 3 turns then tap the allen wrench with a hammer. the core should drop out.

the keyway was picked in reverse.
the plug spinner spins the plug back in the right direction,going so fast it skips over
the driver pins,allowing opening of the lock.
