It was a skit made by French comedians "Les Inconnus" in the late 80ies, they parodied a lot of stuffs, in this case the cheasiness of the dialogues and episodes of sentai (in particular Chodenshi Bioman which was the first sentai to be aired in France few years before that skit and which was a major success)
