I wouldn't say the dervish is good for real downhill. It doesn't handle speeds of 30+ unless you're tremendously skilled, and then most skilled riders really would rather not take it down a fast hill.
For you, (kdbrett) I'd say that a Rayne Hellcat / Avenger, a Kebbek Revenger, or a Landyachtz Drop Speed would be great.
vanguard isnt a bad board....its all about preference, its hard to know what you like unless you have been on that board before. i have been using a vanguard flex 4 for about a year now and im switching to dervish in the next 2 weeks. dervish is a VERY versatile board.

Sliding is also the safest way to stop. Its also used to showoff. I ride around my campus at school but since i slide so my dervish would make sharper turns. To slide you need to shift your weight correctly.

I would go for the flex 3. The 38 inch wheelbase is a lot more versitle than the 42 inch flex 2. If you are looking for an all around board go for the flex 3. Well put. However, if he's starting out and already wants to get into downhill, I'd say that he should get a "real" downhill deck right off the bat.

Well the the vanguard isnt good for bombing, I mean you cant go very fast with a vanguard with out speed wobbles.
Its great for cruise though! I have a vanguard myself.

The EW slide "A" wheels are the best sliding wheels. But the 66mm and 76mm EW superballs are extremly grippy.
