I don't think they're littering in the ocean. :) I believe its part of the artist's plan to create "artificial reefs" (coral biodiversity supporting ecosystems) in a tiny effort to combat our vastly vanishing coral reefs around the world due to climate instability. :)

Ever watch those animal documentaries where "we" observe animals in the wild without them knowing? Well, "who" do you think is "watching us" in the wild, without "us" knowing? ;)
earth breaking ground tumbling art. using the ocean as a place to put these magnificent statue's are one of the greatest idea's of man. we can see how beautiful the ocean is. we should not destroy it if we still want to see it's beauty.
The Ocean is art. Maybe if more people saw stuff like this they would leave the ocean alone. maybe if more people saw how this art intersects with ocean life we wouldnt dump huge barges of trash into it. Man-Made reefs help the ocean, this is the same thing, only it was art first.
