what I do is blink rapidly for a couple of seconds, then apply the eyeliner to the waterline. then, for at least a minute, I don't blink until I absolutely have to, for it to dry. hope I helped! (:

for those that are complaining about all the eyeliner, you dont HAVE to do it just like this... this look is more suited for a formal for someone in college or HER age, but if its not for you bc youre in high school or just not a big make up person, you can always just do a little black eyeliner on top and very little or no liner in the bottom LASHLINE. no its not good at all for your eyes to line the waterline but meh its for a formal
