Because in 40k fluff, Space Marines and their amazing reflexes, and the fact that it only takes 1 bolt shell to explode a Tau's organs, would be able to kill their target and transition so quickly, the fight might take about 2 seconds, or less. The Tau would need a headshot to incapacitate one of the Marines.

They use a snub nosed high calibre gun firing a round most effective at relatively close range fighting.
Their armour fucks with their aim to the highest degree, this shows in every single aspect of WH40K fluff that is to do with Space Marines..
They have good aim if not hindered by armour and such things.

Their armor doesn't with their aim at all, in fact the HUD on the inside with the auto-targetting helps, and so do the motor-assisted joints that make the bolter almost weightless.
The HUD in their helmet uses algorithms to place the area most likely to be hit by their shot, not 'where their shot will land'.
All fluff and the likes has stated that their accuracy isn't extremely good, motor assisted joints don't make the bolter 'weightless' but they do help the user hold and fire accurately.
hence the reason why scouts often use accurized single shot/burst fire lengthened bolters.
tau rifles are elongated and made for accurate fire. Read up on tau.

The armor feels like a second skin to them, which you'd know if you knew anything at all about 40k besides the Tau. Which are not expert enough marksman to insta-headshot anything. Tabletop doesn't realistically portray Space Marines. Neither do... whatever movies you've seen.

They're slow as fuck.
And bolters aren't actually that powerful, hence the Tau being adept at decimating Imperial Forces in land battles constantly (fluff wise atleast)
