It's a copyright issue. Capsule J was a tribute to Konami's Twinbee, but for the remake Nintendo decided to play it safe and replace him with Capsule J2, lest they be sued. (J1 and Twinbee are essentially identical in appearance.) It's a different business environment now, and given that Nintendo's recent success marks them as an ideal legal target, one can't be too careful when guarding against lawsuit-happy lawyers.

You should have tried the Super Jet Blow attack it does SO MUCH DAMAGE! :D Its kinda hard to hit with but its easy to do to Fatty Whale and Wham Bam.

They changed him because the other one Jet Enemy was supposedly a Waddle Doo sprite that was edited minorly to look like different enemy.

Actually, the old Jet enemy (known then as Capsule J) was based off a character from another franchise. Because rights had expired, the character had to be changed. His look, name, everything.

The way to totally waste all of them with capsule J is to charge up and then grab the stars/apples/enemies that they throw and do the super grab move
