Anybody with half a brain can envision the merits of public transit, but how do you sell it politically? Politicians always seem to win by promising lower taxes, and those "axe the tax" fools always seem to spread their malignant ignorance. People like their independence because few have seen public transit really work. Urban sprawl doesn't help either; people like their big houses away from the city, and I can't blame them one bit.
