They don't have the limbs for it at the moment - they'd need to develop something else than paddles if they wish to get anywhere with their civilisation.

As for their intelligence - it's doubtful. There are birds that are much smarter, and animals like dolphins are assumed to be much smarter than them. Then again, dolphins have a high spatial intelligence and use names when adressing eachother - other than that I doubt they got much.
