It's xion. she was a memory copy of his. in the end, she ACTUALLY TOOK SORA'S FORM IN ONE OF THE CUTSCENES. it was really cool actually.

Maybe the developers thought it'd be similar to the rest of the KH series since people are used to Sora, who usually only wields one Keyblade? That's my guess.

Actully the first three forms of Xion each represent a move sora used in Kh1, The first being Sonic rave, second being Ragnarok and third being Arrcanium Although i killed him before he used it.
