But I remember hearing stories of how in New York, in the neighborhoods he would frequent, people would leave their doors unlocked to their cars parked on the side of the streets and even their homes. Simply because any two bit thug or junkie would know better than to mess around in those areas. Name me one town in which the police alone have that much influence and are that discouraging to punks.

Adjacent to that neighborhood is a Polish section, where our Senator Barbara mikulski lives. Shhe got mugged on her front steps about 10 - 15 years ago. In Little Italy, that mugger would have been scared to do that because he knows his ass wuld have been found floating in Baltimore's Inner Harbor the next morning.
