Due to so-called safety-reasons they had build them scattered, instead of all lying in a single block zone. Now vehicles with high ranked Ministers of Parliament and other dignitaries scurry about visiting Royal Palace, other Ministry-offices, and so forth.. Pricy fuel bills, and traffic nuissance for the common road users.
